Whatā€™s with all these jobs paying $8-$13/hr?

Hey, live in GA, and noticed that most normal jobs arenā€™t paying enough for people to even afford a room for rent let alone an apartment. Why are all these jobs even at full time not paying whatā€™s needed to survive? Starting to see a lot of homeless and sadly a lot of single mothers living in their carsā€¦
Maybe $8-$13/hr is a lot to some people in other states, teenagers and people who live at home with parents/relatives but itā€™s kind of a joke here cuz of the cost of living, I know a lot of northern states are paying more hourly, why not the same in southern states?
