stupid question about the movie “the big short”

it said in the end of the movie: "in 2015, several large banks began selling billions in something called a "bespoke tranche opportunity"

Does this mean a new kind of housing crisis would arrive and if so, could a someone like me who has a small capital invest in creditswaps or whatever it is called like they did in the movie or did you ahve to have an ISDA-contract for that to happen (like the two guys in the beginning got).
